As part of our ongoing efforts to support education reform, we are seeking a dynamic and experienced Programmes Manager to lead the planning, implementation, and monitoring of our various initiatives and projects. This is a unique opportunity for a professional with a strong background in education technology, government relations, and project management to make a tangible impact on the future of education in Ghana.

Job Summary

The Programmes Manager will be responsible for managing the design, execution, and evaluation of programs that advance the strategic goals of GSET. The role involves close collaboration with government agencies, donor organisations, and NGOs to ensure that projects are effectively implemented and aligned with national education policies. The ideal candidate should have a deep understanding of education sector dynamics, project management skills, and the ability to work in multi-stakeholder environments. As a global leader, the Programmes Manager will also contribute to the development of international partnerships and secure funding for future initiatives.

Key Responsibilities

Program Design and Implementation

  • Lead the design and execution of GSET’s programs, ensuring alignment with the organisation’s mission and strategic objectives.
  • Develop detailed project plans, including timelines, budgets, and resource allocation, and ensure timely execution.
  • Coordinate with internal teams and external partners to deliver high-quality educational technology initiatives.
  • Ensure programs are implemented in accordance with relevant policies, guidelines, and quality standards.
  • Monitor program performance and make adjustments as necessary to achieve objectives.

Stakeholder Engagement and Partnership Management

  • Build and maintain strong working relationships with government agencies, including the Ministry of Education and the Ghana Education Service, to ensure alignment with national education priorities.
  • Engage with donor organisations, NGOs, and private sector partners to secure funding and support for programs.
  • Represent GSET at national and international forums, advocating for the use of education technology to improve learning outcomes in Ghana.
  • Foster collaboration between schools, teachers, and communities to encourage the adoption of educational technologies.

Monitoring and Evaluation

  • Develop and implement robust monitoring and evaluation frameworks to assess the effectiveness of programs.
  • Track key performance indicators (KPIs) and report on program outcomes to the Executive Director and key stakeholders.
  • Use data-driven insights to refine and improve program delivery and impact.
  • Lead periodic program reviews and recommend improvements to ensure sustainability and scalability.

Team Leadership and Development

  • Manage a multidisciplinary team of project coordinators, field officers, and support staff, ensuring effective teamwork and communication.
  • Provide mentorship and professional development opportunities to build the capacity of team members.
  • Create a collaborative and high-performance work culture that fosters innovation and accountability.

Fundraising and Resource Mobilization

  • Identify new funding opportunities and develop proposals for donor agencies and partners to support program expansion.
  • Maintain strong relationships with donors by providing regular updates on project progress and impact.
  • Work closely with the finance team to ensure proper financial management of program budgets and resources.

Communications and Advocacy

  • Serve as the primary point of contact for all program-related communications.
  • Develop and implement communication strategies to raise awareness of GSET’s work and the role of educational technology in transforming education.
  • Prepare reports, presentations, and case studies that highlight the successes and challenges of GSET’s programs.
  • Represent GSET in media engagements and public events, showcasing program outcomes and advocating for education technology.
Required Qualifications and Experience
  • A master’s degree in Education, Development Studies, Project Management, or a related field.
  • A minimum of 7 years of experience in program management, preferably in the education sector, technology, or a development-related field.
  • Proven experience working with government agencies, particularly in the education sector, and familiarity with national education policies.
  • Demonstrated experience collaborating with donor organisations, NGOs, and multilateral agencies.
  • Strong leadership and team management skills, with a track record of managing cross-functional teams.
  • Excellent communication, negotiation, and interpersonal skills, with the ability to engage diverse stakeholders.
  • Knowledge of project management tools and methodologies, including budgeting, risk management, and reporting.
  • Familiarity with education technology and its applications in developing countries is highly desirable.
  • Experience with fundraising and resource mobilisation for education or development programs.
  • Ability to work under pressure, meet deadlines, and manage multiple priorities.
  • Fluency in English is required. Knowledge of local Ghanaian languages is an added advantage.
